Situation Summary – DECISION TIME IS UPON US
The developer has proposed an 11-storey, a 12-storey and a 13-storey building exceeding
existing neighbourhood buildings mid-rise heights. The redevelopment heights and density are
excessive for a low density residential neighbourhood and are not consistent with the City’s
Official Plan. In addition, the site lacks a public road system which is unprecedented in
Toronto. For details on the development, please refer to richmondgardensrra.ca.
City Planning will soon release their report on the matter. It will likely advise Council to
approve the development as currently proposed by the developer.

Zoning By-law Amendments Appeal: If a person or public body would otherwise have an ability to appeal the decision of the Council of the City of Toronto to the Local Planning Appeal Tribunal
but the person or public body does not make oral submissions at a public meeting or make 
written submissions to the City of Toronto before the proposed Zoning By-law 
Amendment is passed or refused, the person or 
public body is not entitled to appeal the 
decision and may not be added as a party to 
the hearing of an appeal before the Local 
Planning Appeal Tribunal unless, in the 
opinion of the Tribunal there are reasonable

PROPOSAL 
The application to amend the form City of Etobicoke Zoning Code and the City-wide Zoning By-law 569- 2013 proposes to permit a mixed-use development consisting of three new buildings with two 13-storey buildings and an 11-storey building. The proposal also includes a 1,700 m2 public park fronting Eglinton Avenue West, a 659 m2 privately-owned publicly-accessible open space (POPS), a 465 m2 of community agency space and 54 purpose-built affordable rental dwelling units for the property at 250 Wincott Drive and 4620 Eglinton Avenue West. The existing I -storey retail plaza is proposed to remain.

PURPOSE OF PUBLIC MEETING 

The Etobicoke York Community Council will receive input and review the proposal and any other material placed before it, in order to make recommendations. These recommendations will then be forwarded to Toronto City Council for its consideration.
